Project-Based Learning in Indian Schools: What It Is, What It Isn't, and What the Evidence Says

The Enthusiasm and the Evidence Gap

Project-based learning — usually abbreviated as PBL — is one of the most confidently recommended approaches in Indian education reform circles. It appears in the National Education Policy 2020, which calls for 'experiential learning' and 'project-based, inquiry-driven, discovery-oriented, and activity-based' approaches to pedagogy. It is promoted by international education consultants, adopted with varying degrees of seriousness by schools seeking to modernise, and discussed in teacher training programmes.

The enthusiasm is understandable. PBL promises to do many things at once: develop critical thinking, build collaboration skills, make learning relevant to real-world problems, increase student motivation, and improve retention of knowledge. For educators who find traditional lecture-and-recall pedagogy both intellectually unsatisfying and practically ineffective, PBL offers an appealing alternative.

But the evidence base for PBL is more complicated than the enthusiasm suggests. Not because PBL is ineffective — it can be highly effective — but because it is effective under specific conditions, for specific outcomes, with specific populations, when implemented in specific ways. The question Indian schools need to ask is not 'should we do PBL?' but 'are we doing PBL in the way that evidence suggests actually works?'

What Project-Based Learning Actually Is

Project-based learning is not the same as doing projects. This distinction is more important than it sounds.

In traditional schooling, a 'project' often means a culminating activity assigned after content has been taught — a poster, a model, a presentation, a report that demonstrates what students have learned. This is not what PBL researchers mean by the term.

Project-based learning, as defined in the research literature and by organisations such as the Buck Institute for Education (now PBLWorks), is a sustained inquiry process in which students investigate an authentic, complex question or challenge over an extended period — typically several weeks — and produce a meaningful product or presentation as a result. The project is not the endpoint of learning; it is the vehicle through which learning happens.

The key design features that distinguish rigorous PBL from activity-based learning or project assignments are: a challenging problem or question that drives the inquiry; sustained investigation over time; student voice and choice in how the inquiry proceeds; reflection on the learning process as well as the content; critique and revision of work based on feedback; and a public product that has meaning beyond the classroom.

Many Indian schools that say they do PBL are doing something considerably less structured — activity-based learning, project assignments, or group work — that shares some surface features of PBL but lacks its core design principles. These activities can be valuable, but they are not the same thing, and conflating them produces unrealistic expectations and muddled evaluation.

What the Evidence Says

The evidence base for PBL is meaningful but nuanced, and it looks different depending on what outcomes you are measuring.

For conceptual understanding in science and social studies, the evidence for well-designed PBL is relatively strong. A meta-analysis by Condliffe et al. (2017), commissioned by MDRC and one of the most comprehensive reviews of PBL evidence available, found that rigorous PBL programmes showed positive effects on content knowledge in science and social studies at the secondary level. The effects were not always larger than those of traditional instruction, but they were comparable or better in most studies reviewed, with additional benefits in areas such as collaboration skills and engagement.

For mathematics, the evidence is more mixed. PBL approaches in mathematics have shown positive results in some studies and no significant effects in others. A concern raised by some researchers — particularly those working in the cognitive science tradition — is that novice learners in complex domains may learn more efficiently from direct instruction and guided practice than from open-ended inquiry, because the working memory demands of managing both the inquiry process and the content learning simultaneously can be counterproductive for beginners. This 'expertise reversal effect' is a genuine and documented phenomenon that PBL advocates sometimes underacknowledge.

For collaboration, communication, and problem-solving skills, the evidence is broadly positive. Students who participate in well-designed PBL consistently show improvements in collaboration quality, ability to communicate about complex topics, and persistence with difficult problems. Whether these gains transfer to outcomes beyond the specific project context is less well established.

The EEF (Education Endowment Foundation) in the UK rates project-based learning as having moderate evidence of impact on academic attainment, with typical gains of around three months' additional progress. They note, importantly, that implementation quality matters significantly and that poorly implemented PBL can produce worse outcomes than well-delivered traditional instruction.

The Indian Context: What Makes PBL Harder and What Makes It More Valuable

Several features of Indian schooling make high-quality PBL implementation more challenging than the international evidence base (mostly from Western contexts) might suggest.

Curriculum pressure is significant. The volume of content coverage expected in most Indian schools — particularly for Boards examination preparation — creates a genuine tension with the extended inquiry time that rigorous PBL requires. A well-designed PBL unit occupies three to five weeks of deep engagement with a relatively small body of content. This is hard to justify in an environment where the pressure is to cover syllabus.

Teacher preparation for facilitation is limited. PBL requires teachers to shift from content delivery to inquiry facilitation — a fundamentally different pedagogical role that most Indian teachers have not been trained for. Simply asking teachers to 'do projects' without providing the facilitation skills training that rigorous PBL requires will not produce the outcomes that the evidence supports.

Assessment alignment is a problem. If students spend three weeks on a deeply engaging project about water management in their district, and the Board examination tests their recall of textbook definitions and formulae, the project has improved their understanding and skills without improving their examination performance. Until assessment systems shift, PBL will remain in tension with the outcomes that matter most for students' immediate futures.

Despite these challenges, several features of the Indian context make PBL particularly well-suited as a supplement to direct instruction. India's extraordinary environmental, social, and cultural diversity provides an inexhaustible supply of authentic, locally meaningful problems for students to investigate. The communities around Indian schools — their agriculture, their water systems, their cultural practices, their economic activities — are rich sources of genuine inquiry questions that can make learning feel relevant in a way that imported international examples cannot.

What Schools and Teachers Should Do

The most useful guidance for Indian schools approaching PBL is to start small, be specific, and evaluate honestly.

Start with one well-designed unit in one subject with one willing teacher, rather than rolling out PBL across the school. Choose a content area where the evidence for PBL is stronger (science, social studies) rather than areas where it is more mixed (mathematics, early reading). Design the project around a genuine local question — something that actually matters to the community the school is in — rather than a generic international template.

Invest in teacher facilitation skills. The most important variable in PBL outcomes is teacher facilitation quality, and this is a trainable skill. Teachers who have experienced PBL as learners — who have gone through the discomfort of open-ended inquiry and the satisfaction of producing something meaningful — are better facilitators than those who have only read about it.

Be honest about what you are measuring. If you are measuring Board examination scores and PBL is not improving them, that is important information. If you are measuring collaboration skills, communication quality, and student engagement — and PBL is improving these — that is also important information. Both sets of outcomes matter, and pretending that PBL improves everything equally is not supported by the evidence.

The National Education Policy 2020 is right that experiential, inquiry-based, project-driven learning should be part of Indian schooling. The question is not whether to introduce it but how to do so in a way that is rigorous, evidence-informed, and honest about what it can and cannot do.
